The EAC Curriculum is a set of 13 modules

The EAC Curriculum is a set of 13 modules which are categorised as Initial learning and Specialised learning.The Initial learning is the basic level on legal and international norms along with the EU Acquis, providing a base for all staff engaged with asylum matters. The Specialised learning is aimed for officers who have passed the basic level and want to be more specialised in a topic. In both levels we also have included what we call “further readings” which is aimed for the ones who will go deeper into the actual topic, a kind of advanced level.

The modules are constantly updated due to new or changed regulation, need for clarification, availability of new examples and cases, and ideas for improved methodology, presentation and interactivity. These modules will be updated during 2012:

  • Interviewing Children: Version 2.0 will be available in spring 2012.
  • Evidence Assessment: Version 2.0 will be available in spring 2012.
  • EU Asylum Law & Policy: Will be updated during 2012 and integrated with a new course on the Common European Asylum System, CEAS.
  • Interview Techniques: Will be updated and completely restructured during 2012.

This module provides an overview of the legal and institutional framework of asylum issues within the European Union. An outline of the historical developments within the EU in the field of asylum is also included.

Dublin regulation module icon2:1 Dublin regulation

This module will provide the participants with knowledge and skills on fundamental issues concerning the application of the binding Dublin Regulation.

 

Inclusion module icon

3 Inclusion

Available in: English,  French Coming soon: German (2012), Greek (Febr. 2012)

This module provides knowledge at an initial level on the definition of refugees in the Geneva Convention.

 

Exclusion module icon3:1 Exclusion

Available in: English

This module will provide the participants with knowledge on how to interpret and implement the exclusion clauses, including the importance of considering a restrictive use due to the serious consequences exclusion has for the individual.

 

End of protection module icon3:2 End of protection

Available in: English

This module provides knowledge on common standards, principles and guaranties which all member states have to implement to end refugee protection.

 

Asylum Procedure Directive module icon

4 Asylum Procedure Directive

This module provides knowledge at an initial level on the main minimum standards, principles and guarantees that all member states shall implement in their national asylum procedures in accordance with the Council Directives on minimum standards on procedure.

This module aims to impart knowledge and initial skills about the role of COI in the context of Refugee Status Determination (RSD).

6 Interview techniques

This module provides skills on an initial level about interview techniques. Taking notes and compiling a report will be part of the training as well as how to deal with interpreters.

This module offers knowledge and skills at an advanced level on an interview technique especially developed for interviewing children.

 

Interviewing Vulnerable Persons module icon

This module provides knowledge and skills at an advanced level in assessing the credibility of the asylum seeker whilst paying attention to their psychological and cultural background.

This module will assist the case officer in identifying reliable evidence in order to reach a well-considered decision on international protection.

This module provides skills on an initial level to formulate and motivate the decision in accordance with the requirements of the directive.
